about 30 customers still don't have power after a big redwood tree came crashing down the 150- foot tree took down utility linesmashed into a house. the tree's roots were decayed and pg and e crews are working through the night they expect to have power back on by 7:00 a.m. watch out for black ice. this is why. this is what happened in berkeley, one car hit a patch of black ice, lost control, and set off a chain reaction pile up near the claire mount resort. 7 cars crashed. fortunately no one was hurt. a sudden surge in gang violence has turned the streets of oakland into a war zone. there have been 16 shootings in the past 3 days. the latest just 3 hours ago. four of the victims have been killed all within a 6 hour stretch that was friday. police say the bulk of the violence can be traced to a small group of feuding gangs and chief howard jordan tell it

is chronicle it all started with the murder of a gang members girlfriend over the summer. 90% of the violence since then can be directly tied to that single incident. now the city of oakland is making a big money bet on a legendary law money to come in and turn -- law man to come in and turn things around. a controversial crime fighting tactic he calls a must have, might be a tough sell. >> reporter: it was a bloody weekend for oakland and a stronger argument for the city's soon to be hired police consultant to impose one of hiscontroversial policies stopping and searching suspicious people otherwise known as stop and frisk. he told cbs 5 he won't back off from what he believes works. >> for any city to say they don't do stop and frisk i'm sorry they don't know what the hell they are talking about. >> reporter: the practice has

come under fire. civil rights groups in new york are suing police for stopping and searching people in privately owned buildings. officers were given access by landlords. >> there is a stop and frisk policy that is constitutional i am not against that. >> you don't get to stop random people walking down the street because they are african american male, because they are young or live in a certain neighbourhood. we are against that. if that is how it is going to come out there will be a lot more litigation in this town. >> every police department in this town does it the challenge is do it constitutionally within the law, compassionately. >> reporter: he has support of the new city councilman who heads the public safety committee. >> we are politicians not police officers not police officers in training the mayor certainly is not and so therefore we hire a police chief and police officers to do a job, to guarantee the safety,

security of our neighbourhoods and we need to let them do their job. >> i am sorry any police department in america that tries to function without some form of stop and frisk or whatever terminology they use is doomed to fail. >> reporter: if city council approves the contract as expected he will start work in oakland february 10th he is also consulting the detroit police department and could soon work with yet another city, baltimore which just hired a new chief anthony bats he just left oakland. linda yee cbs 5. oakland police made four arrests and seized nearly a dozen guns in connection with that string of murders on friday these are photos of weapons similar to the ones used in the killings. police say many of the guns they seized were illegal assault rifles. president obama is promising to do whatever it takes to curb gun violence in america even if it takes an

executive order. >> i am confident there are some steps we can take that don't require legislation, and that are within my authority as president and where you get a step that has the opportunity to reduce the possibility of gun violence, then i want to go ahead and take it. >> the president is reviewing a list of recommendations from his gun task force. he is expected to outline his plan of action later on this week. there is a renewed push in sacramento to close a loophole in state gun law. senator yee introduced legislation to ban the bullet button on so called weapons. the device allow it is typical bullet to be used to quickly release and replace the magazine on high powered rifles. san francisco police want to know if you have seen that man. they believe he tried to rape a woman in the mission last weekend. he is described as asian or hispanic, 25 years old, about
